Guan Eng: No open tender for WiFi project


GEORGE TOWN: Only one public-listed company has come forward to provide free broadband access under the Penang Government's free WiFi initiative, said Chief Minister Lim Guan Eng.

He said an open tender system was not offered for the project as the state government wanted a reputable company to take charge.

“The company has to be public-listed, so there is some sort of guarantee,” he said when asked why there was no open tender for the project."

Lim said REDtone International Bhd was willing to provide and maintain 750 free WiFi hotspots in public areas in the state without any funding from the state government under the first phase.

“Under phase two, the state government is paying RM8.49mil to install 750 free WiFi hotspots over the next five years in Penang,” he said after launching the Penang for Japan Disaster Relief Charity Drive at Straits Quay in Tanjong Tokong yesterday.

Guan Eng tidak melakukan tender terbuka sebab REDtone International Bhd merupakan satu-satunya syarikat yang menawarkan perkhidmatan dan penyediaan WiFi percuma di bawah projek WiFi percuma Penang. Jika benar syarikat REDtone International Bhd terpilih atas dasar tanggungjawab sosial, kenapa kerajaan Guan Eng perlu membayar sejumlah wang sebanyak RM8.49 juta pada fasa kedua. Ini menunjukkan projek yang di berikan kepada REDtone International Bhd adalah tidak telus dan mempunyai perkaitan yang mencurigakan.

Mr. Wei Chuan Beng, aged 43, a Malaysian, is the Managing Director of REDtone and was appointed to the Board of the Company on 15 November 2003.


He obtained his Bachelor’s Degree in Electrical Engineering from Universiti Teknologi Malaysia in 1989 and Diploma in Management (Gold Medalist Award Winner) from the Malaysian Institute of Management, Kuala Lumpur in 1995. He also completed an Entrepreneur Development Program from the renowned MIT Sloan School of Management in USA in January 2006.

He began his career with Hewlett Packard Sales Malaysia Sdn Bhd in 1989 as a Systems Engineer responsible for information technology (“IT”) technical and customer relations, and was subsequently promoted to Major Account Manager. Having gained wide exposure in IT, electronics and the telecommunications industry, he began his entrepreneur pursuit.

He started REDtone Telecommunications Sdn Bhd in 1996 with two other partners. As one of the founding members of the REDtone Group, he is instrumental in shaping the Group’s business relations and policies. His main responsibilities include management of the Group’s overall business, expanding its overseas markets and financial-related matters. He started REDtone China in 2007.

At present, he is the Chairman for PIKOM and the Deputy Chapter Chairperson for the exclusive Young Presidents’ Organization (YPO).


P/S : Managing Director (Board of Director)comes Chairman for PIKOM ?Something fishy, under PIKOM cuma REDtone International Bhd yang layak?
